This usually happens when you don't meet their physical standards, although to be fair age does not seem to be a dealbreaker in most of them. The most exclusive parties have some kind of vetting going on, meaning if they don't think you would be a good fit for their clientele you'd definitely get rejected. They are not always by invitation only, but if you're a newb, the best way to go would be to have someone with established bona fides "sponsor" you. Just a tip regarding events that, as OP said, are not open to the general public. I'm one of those drawn to group sex situations that are mildly curated (house parties=yes, random cruising in public bathrooms=no) and have come across a number of organized events in a few cities that attract like-minded guys (typically there's a bar, couches/beds to hook up on, tons of condoms and lube and sometimes a massage table or two, bouncer or minor screen to keep out crazies or people that would disrupt the vibe of the party, generally good atmosphere of respect).
